The U.S. Commerce Division said Friday it will ban Chinese-owned TikTok and WeChat from U.S. app stores on Sunday and will bar the apps from accessing essential internet solutions in the U.S. – a shift that could successfully wreck the operation of both Chinese providers for U.S. users.

TikTok won’t face the most drastic sanctions until after the Nov. 3 election, but WeChat users could feel the effects as early as Sunday.

The order, which cited national security and data privacy concerns, follows weeks of dealmaking over the video-sharing service TikTok. President Donald Trump has pressured the app’s Chinese owner to sell TikTok’s U.S. functions to a domestic business to satisfy U.S. worries over TikTok’s information collection and related issues.

California tech giant Oracle recently struck a deal with TikTok along those outlines, although details remain foggy and the management is still reviewing it. Trump stated Friday said he had been open to a deal, noting that “we have some great options and maybe we can keep a lot of people joyful,” suggesting that also Microsoft, which mentioned its TikTok bid had been rejected, might continue to be involved, along with Oracle and Walmart.

Trump noted that TikTok was “very, very popular,” that “we have to have the total security from China,” and that “we are able to do a combination of both.”

The new order puts pressure on TikTok’s owner, ByteDance, to make further concessions, said James Lewis of the Center for Strategic and International Studies. Trump got said this week that he does not like the idea of ByteDance keeping majority control of TikTok.

The order requires WeChat, which has millions of U.S. customers who rely on the app to stay in touch and conduct business with people and companies in China, to end payments through its services as of Sunday and prohibits it from getting technical services from vendors that could seriously influence its functions. The Justice Section mentioned in a filing that they would not target users with criminal or civil penalties for messaging on the app.

WeChat customers have sued to avoid the ban, and a federal judge in California on Friday place an emergency hearing for Saturday at 1:30 p.m. Pacific time.

Similar specialized limitations for TikTok don’t go into effect until Nov. 12, shortly after the U.S. election. The leader of the central American country told a local radio station he feels well despite having an underlying health condition. He made the announcement as the country lifted several lockdown measures.

The 64-year-old president, who has multiple sclerosis and uses canes to walk, said he was feeling well.

He plans to address the nation later on Friday.

Local news outlet Prensa Libre tweeted a government statement, saying the president would monitor his health and continue his functions from isolation.

Update on the Food Assistance Programme Belmopan.

September 16, 2020. 9:30 a. m.

The Ministry of Human Development, Social Transformation and Poverty Alleviation continues to support families affected by the COVID-19 pandemic, including through the COVID-19 Food Assistance Programme.

Since April 11, 2020, the Ministry has assessed over 100,000 applications. Applications were received through the Ministry’s Facebook page, call center, walk-ins to the district offices countrywide, and field visits to remote villages in Toledo, Orange Walk and Cayo districts. Families are deemed eligible for food assistance if they are not receiving any other benefit from Government such as unemployment relief, BOOST, or regular Food Pantry.

Thus far, 39,129 households have been assisted countrywide with up to four food baskets. During the most recent lockdown period, 6,116 households in San Pedro and the affected villages in the Orange Walk District received food packages.

The food packages are delivered through a network of over 200 shops that extend to the rural areas countrywide. This network has proven to be an effective and cost-efficient modality for delivering the over 150,000 food baskets countrywide, while creating economic stimulation and employment at the local level.

The Ministry is also collaborating with the Ministry of Health to provide food assistance to quarantined families who are in need. The Ministry is aware that as the pandemic continues to impact Belize, more families may be in need of support. Persons who have not yet applied to the Food Assistance Programme and need help can call or visit the Department of Human Services office in Belize City and the Ministry of Human Development offices in the other districts.

Update on Unemployment Relief Program

The total number of applications received under Phase 2 of the COVID-19 Unemployment Relief Program (URP) as of this morning, September 14, was 62,363. Of these, 20,197 applications have been approved and 18,364 payments were sent to National Bank of Belize for disbursement up to the end of last Friday. The remainder, which were approved during the past weekend, will be sent this morning.

In Phase 2, the National Bank of Belize has replaced the Social Security Board as the paying agent, so payments are now being made directly from bank to bank. Payments are now totally electronically processed, and the level of rejected payments has declined significantly. A total of 652 payments have been rejected so far and over a hundred have been rectified.

Applicants who have received a text message indicating that their deposit was rejected are reminded to follow through on the process for rectifying their banking information so that payments can be properly processed. Applicants should ask their bank how to set out their bank account number, including any transit codes that may be needed, in order to receive electronic payments.

Payments are normally credited electronically to applicants’ bank accounts on the same day the payment instructions are sent to National Bank. Payments to credit union accounts are also sent on the same day; however, it may take a few working days for the credit unions to manually post deposits to their members’ accounts. In the case of TopUp prepaid cards, it takes up to three working days to prepare the cards, and an additional three to four working days for the cards to be taken to the location nearest to the applicant for pick up. Persons who received Unemployment Relief Payments via TopUp cards in Phase 1 are reminded that, if they are approved again in Phase 2, the same TopUp card can be re-used. Please hold on to your card.

As of this week, delivery of Phase 2 TopUp cards will be done through the Labour Department offices across the country. Approved applicants will be notified when the card has been prepared and it is available for pick up at the Labour Department office that is in the district in which you live.

Recipients of TopUp cards are reminded that they will need to present a valid identification card in order to collect their TopUp card. They will also need to use the same telephone number they provided on their application to send a text message to Heritage Bank and receive their PIN to activate their TopUp card.

The public should note that there still remain about 1,000 TopUp cards at Social Security Board offices for persons approved under Phase 1 of URP that have not been picked up. Efforts are being made to reach each affected person individually so that they may pick up these cards from Social Security Offices by the end of this month. Only these last cards remaining from Phase 1 are at Social Security Board offices. No Phase 2 cards can be picked up from Social Security Board offices.

Over 11,000 applications have been excluded where applicants:

Are BOOST recipients; Receive Government or Social Security Pension; Applied as “long term unemployed” in Phase 1 – that category is not available in phase 2; Are below the age of 18; Appear in Social Security Board records as deceased persons; or Have identified an employer that says they do not, or have never worked at their business establishment.

Applicants are reminded that if they receive a message that they have been excluded and feel that this is an error, they may provide additional information by sending an email to [email protected] so that their application can be reviewed.

The public is also reminded that Government of Belize’s covid19.bz website allows all applicants to check on the status of their application by following this link: https://payment.covid19.gov.bz/paymentstatus. Applicants are invited to use this platform to check the status of their application at any time.
